Federal agencies are already adopting AI. The question now is whether cybersecurity, governance, and oversight are moving at the same pace.
Federal agencies are not waiting to adopt AI. A July 2025 GAO review found that reported AI use cases across selected agencies nearly doubled in a single year, from 571 in 2023 to 1,110 in 2024. Generative AI use cases rose from 32 to 282 during the same period, with agencies applying AI to written communications, information access, summarization, and program tracking.
The challenge is no longer whether agencies are using AI. It is whether their cybersecurity, governance, and oversight practices are adapting at the same pace.
One of the defining cybersecurity shifts of 2026 is that AI is changing both how agencies defend systems and how cyber risk shows up inside daily work. AI is already helping strengthen detection, response, and decision support. But it is also creating new responsibilities as agencies connect AI to data, systems, and operational workflows. Cybersecurity can no longer run on a separate track from AI rollout.
The agencies that will scale AI well are putting governance and cyber guardrails in place before scale, not after rollout. That includes clear access controls, strong oversight, workforce training, and ongoing monitoring of how AI is actually being used. That shift from Adoption to Adaptation is where some of the most important leadership decisions now sit.
When AI enters mission operations, cybersecurity stops being only a technical issue. It becomes part of how agencies protect mission outcomes and build trust.
Federal agencies are operating in an environment where AI capabilities are expanding faster than the policies and practices designed to govern them. A March 2026 GAO report found that OMB guidance does not fully address the privacy-related challenges experts identified for federal AI use, warning that without additional direction, risks are increased that agencies would disclose sensitive data or compromise privacy in other ways. That gap extends to the broader security and governance environment as well.
OMB M-25-21, issued in April 2025, directs agencies to prioritize AI that is safe, secure, and resilient and to apply risk management practices proportionate to the impact of each use case. That policy reinforces what experienced federal leaders already know: governance built in from the start is easier to sustain than governance retrofitted after problems appear.
NIST's AI Risk Management Framework provides a practical structure for this work. It addresses AI risk across characteristics including security, resilience, accountability, and privacy. In an AI environment, that means cybersecurity is not only about defending systems from outside threats. It is also about controlling access, protecting sensitive data, and maintaining accountability around how AI is used.
CISA's Secure by Design guidance reinforces the same underlying principle from a product security perspective: security should be designed in from the start, not added as an afterthought. The same logic applies directly to federal AI implementation.
The agencies best positioned in 2026 will treat AI and cybersecurity as the same strategic conversation. Adoption puts AI into the workflow. Adaptation makes sure cybersecurity keeps up with how that workflow is changing.
Put governance in place before scale. OMB M-25-21 calls for minimum risk management practices proportionate to AI impact. That means access controls, data handling policies, and oversight structures should be defined before a use case expands, not after an incident prompts a review.
Strengthen workforce readiness. Secure AI use depends on how people handle data, prompts, approvals, and outputs. GAO's findings on rapidly growing generative AI use across federal agencies reinforce that workforce training and judgment development are not secondary concerns. They are core to sustainable AI adoption.
Align AI use to mission resilience. As workflows change, the security architecture and accountability structures should change with them. The goal is not to slow down what AI makes possible. It is to make sure the foundation holds as it scales.
